Stephen was elected Chairman of the Watford Conservative Association in November 2023.
He grew up in Carpenders Park, attending local schools St Meryl Primary and Grange Park Comprehensive Secondary. After a spell abroad and then at University, he returned to Carpenders Park in 1987 and served as a District Councillor from 1990 to 1998 and Watford Rural Parish Councillor between 1991-98. He was an Association Officer for South West Herts Conservatives from 1992-96 and Vice-Chairman of the Watford Conservative Association in 1996-97. He has subsequently worked abroad, resuming an active role in the Association in 2019. He served as a Deputy Chairman between 2020 and 2022.
Stephen was honoured with an OBE for political and public service in the 2025 New Year Honours List.
